A 31-year resident of Las Cruces, Commissioner Evans was re-elected in 2004 by the voters of District 4 to represent them on the Board of County Commissioners. He first took office Jan. 1, 2001, and was immediately elected vice-chairman of the board. In January of 2002, he was elected chairman of the BOCC for a one-year term. He served as vice-chairman during 2003, and has been elected vice-chairman again in 2005.

Commissioner Evans' District 4 encompasses most of northeast Doņa Ana County, including the East Mesa areas of Mesa Development, Hacienda Acres, Organ, Moongate and the eastern areas of the City of Las Cruces.

Commissioner Evans has represented Doņa Ana County on the New Mexico Association of Counties as the chairman of the Commissioners' Affiliate, and he served as the New Mexico County Insurance Authority Multi-line Pool from 2001 through 2003. He was reappointed to the multi-line pool board in 2005.

He is one of two county commissioners from the state of New Mexico elected to the National Association of Counties Board of Directors to serve the 2002-to-2003 term. He was appointed in July 2003 by the NACo national president to serve as vice chair of the National Workforce and Labor Committee for a one-year term.

During his term as commissioner, Evans has served as a board member of the Extra-Territorial Authority, Metropolitan Planning Organization, Mesilla Valley Economic Development Alliance, Mesilla Valley Regional Dispatch Authority, Rio Grande Council of Governments, Maternal Child Health Care, Bishop's Colonias Taskforce, Metro Narcotics Agency and the South Central Council of Governments.

Commissioner Evans holds a bachelor's degree from the University of Miami, Fla., and has more than 36 years of experience in the fields of human resources and public relations. He is a four-time chairman of Las Cruces' premier tourist event, The Whole Enchilada Fiesta, and he is a past president of the Greater Las Cruces Chamber of Commerce. He also is a member of the Hispano Chamber of Commerce. He is an honorary life member of the American Society of Human Resource Management (SHRM), and he was the founder and charter president of the Southern New Mexico SHRM Chapter. He also is an honorary life member of the College and University Personnel Association (CUPA), a past chair of the Southwest Regional CUPA Chapter and past president of the Rio Grande CUPA Chapter.

In addition, Commissioner Evans has served as president of the Jaycees, and, in 1967, the chapter over which he presided was named second-best in the nation. He has served twice as district board chair of the Doņa Ana County Yucca Boy Scouts Council. He also is an executive board member of the Southwest Space Task Force. Prior to moving to Las Cruces, he was a pivotal member of the Apollo Space Program support team from 1966 to 1975, during which time he personally attended every manned launch and served on the Manned Flight Awareness Group. For his role in supporting the program and hosting dignitaries who visited the launch facilities, Evans received the "Silver Snoopy Award" for outstanding support of the Apollo Space Program.

Commissioner Evans has been married for 44 years to Anna Mae Evans, and the couple has three children, seven grandchildren and one great-grandchild. He ran for both his terms on the county commission on a platform of encouraging managed growth, attracting job growth throughout the county and improving the county's ability to manage and utilize its resources.
