2. Presentation regarding a Rural Transit Proposal for a Tri-County Area Including Doña Ana County – Karen Perez, Commission Chair, will introduce.
3. A Proclamation for Raft the Rio Week in Doña Ana County – Jess Williams, Public Information Director/Commission Liaison, will read the proclamation.
4. Presentation and Discussion of Internal Auditor Job Description, Duties and Functions – Bill Noland, Finance Director, will present.
CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:
5. Approve Resolution to Adopt the Standing Committee’s Recommended Findings and Proposed Disposal of Obsolete Communication, Computer, Fire, Shop and Miscellaneous Vehicle Equipment – Don Bullard, Purchasing Manager, will discuss.
6. Approve Resolution to Adopt the Standing Committee’s Recommended Finding and Proposed Auction of Obsolete Vehicles – Don Bullard, Purchasing Manager, will discuss.
7. Approve a Grant Application to the U.S. Department of Defense Office of Economic Adjustment for a Joint Land Use Study (JLUS) and Approve an MOA Establishing a Regional Planning Organization necessary to carry out the JLUS and Delegate Signature Authority for the County Manager – Roger Hedrick, Community Development Deputy Director, will discuss.
8. Approve Purchase of a Pierce-Built Mini Pumper Ford F550 Utilizing the Houston Galveston Area Council (HGAC) Purchasing Co-Op Agreement for District 5 – Organ/East Mesa Fire District and Delegate Signature Authority to the County Manager for Related Contract Documents – Robert Monsivaiz, Fire Marshal, will discuss.
9. Approve Purchase of a Pierce 2,000 Gallon Tender Utilizing the Houston Galveston Area Council (HGAC) Purchasing Co-Op Agreement for District 12 – Fairacres and Delegate Signature Authority to the County Manager for Related Contract Documents – Robert Monsivaiz, Fire Marshal, will discuss.
10. Approve Plans to Upgrade and New Location for Previously Approved Training Simulator and Delegate Signature Authority to County Manager for Related Contact Documents – Robert Monsivaiz, Fire Marshal, will discuss.
11. A Resolution regarding the “Zero in Seven” Initiative to Eliminate the Euthanization of Healthy, Adoptable Animals at the Animal Services Center of the Mesilla Valley – Commissioner Billy Garrett, District 1, will discuss.
12. Approve Expenditure Of Up To $69,000 For Re-Carpeting Improvements At Third Judicial District Court And Delegate Signature Authority To County Manager For All Contract And Related Documents – Armando Cordero, Facilities and Parks Manager, will discuss.

14. Approve Awards for Access to Health Services Request for Proposals 12-0029, 12-0033 and 12-0034 and Delegate Signature Authority to the County Manager for Related Contract Documents – Bill Noland, Financial Services Director, will discuss.
15. Presentation and Resolution Supporting National Monument Status for the Organ Mountains and Other Significant Landmarks within Doña Ana County – Commissioner Billy Garrett, District 1, will discuss.
PUBLIC HEARING/ORDINANCE
16. Emergency Ordinance Declaring Extreme or Severe Drought and Fire Conditions, and Imposing Restrictions on Open Fires, Smoking and Other Ignition Sources, and Declaring an Emergency – Robert Monsivaiz, Fire Marshal, will discuss.
CORRESPONDENCE
17. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.

COMMISSION MAY CONVENE IN CLOSED SESSION to discuss limited personnel matters, namely the performance evaluation of the County Manager, and threatened or pending litigation in a matter involving wastewater service as authorized by the Open Meetings Act, § 10-15-1 (H) (2) and (7) respectively.

COMMISSION MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

COMMISSION ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
