2. Proclaim August 21-27 as Hatch Police Officer Jose Chavez Memorial Week Throughout Doña Ana County – Introduced by District 3 Commissioner Benjamin Rawson.

3. Proclaim the Month of September as National Preparedness Month in Doña Ana County – David Almaguer, Office of Emergency Management, will discuss.

4. Presentation – Update on the Women Veterans Monument – District 3 Commissioner Benjamin Rawson will introduce; Karen Woods, United Military Women of the Southwest, will discuss.

CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:

Approve Resolution Reauthorizing Funding Offer for Airport Road to La Union Drainage from the NMDOT 2015/2016 Local Government Road Fund (LGRF) County Arterial Project (CAP) and Delegate Signature Authority to the County Manager for all Related Documents – Robert Armijo, County Engineer/Road Director, will discuss.

6. Approve Resolution Reauthorizing Funding Offer for Baylor Canyon Road to Organ Roads from the NMDOT 2015/2016 Local Government Road Fund (LGRF) Cooperative Agreement Program (COOP) and Delegate Signature Authority to the County Manager for all Related Documents – Robert Armijo, County Engineer/Road Director, will discuss.

7. Approve Lease Contract Between Doña Ana County and Randy Wright and J & H Equipment Leasing for Lease of Jetport Lot F-03C-S at the Doña Ana County International Jetport, Santa Teresa, New Mexico Subject to Approval by the New Mexico State Board of Finance, and Delegate Signature Authority to the County Manager for all Related Documents – Bill Provance, Jetport Manager, will discuss.

8. Approve Resolution Regarding Reversionary Clauses in Quitclaim Deed to Amador Hotel Property – Andy Hume, City of Las Cruces Downtown Planning & Development Coordinator, will discuss.

9. Award Record Preservation Phase II Contract in the Amount of $98,577.68, to be Expended from the County Clerk’s Recording Fee Fund – Lynn Ellins, County Clerk, and Cindy Padilla, Administrative Assistant, Clerk’s Office, will present.

10. Approve Out-of-State Travel for Health and Human Services Department Staff to Attend the Youth Mental Health First Aid Instructor Training in Washington, D.C. – Jamie Michael, Director, Health and Human Services Department, will discuss.

11. Approve a Resolution Amending the Human Resources Policies and Procedures Originally Adopted May 28, 2008, Amended June 9, 2009, May 25, 2010, May 24, 2011, December 9, 2014 and June 14, 2016 – Deborah Weir, Director, Human Resources, will discuss.

12. Approve Resolution Amending Doña Ana County’s FY16 Fourth Quarter Financial Report Ending June 30, 2016 – Marisol Richardson, Budget Officer, will discuss.

13. Approve Resolution Amending Doña Ana County’s FY17 Final Budget – Marisol Richardson, Budget Officer, will discuss.

CORRESPONDENCE

14. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION to discuss bargaining strategy preliminary to collective bargaining negotiations with Communication Workers of America, Local 7911, and subject to the attorney-client privilege to discuss pending or threatened litigation regarding appeal of the arbitrator’s decision regarding the impasse arbitration between Doña Ana County and Communication Workers of America, Local 7911 as authorized by the Open Meetings Act, §10-15-1(H)(5) & (7).

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

THE DOÑA COUNTY BOARD OF COUNTY COMMISSIONERS ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
