1. Presentation by the Burrell College of Osteopathic Medicine: Community Update – John Hummer, Co-Founder and President, will present.

2. Update on El Paso Electric Case Filings and Request for Approval of Attorney Recommendations on Intervention and Activity in the Various El Paso Electric Matters Pending Before the New Mexico Public Regulatory Commission- Nelson Goodin/Tom Figart, Legal Department, will discuss

5. Approve Award of Requests for Proposal 18-0049 for Lease of Network Equipment and Delegate Signature Authority to the County Manager – Bob Bunting, IT Infrastructure Manager, will discuss.

6. Approve the Award of Employment Advertising Contract for Fiscal Year 2019 to Gannett Company in the Amount of $100,000 and Delegate Signature Authority to County Manager – Lani Davis, Senior HR Administrator, will discuss.

7. Approve Memorandum of Understanding with the El Paso Metropolitan Planning Organization, the City of Sunland Park and the City of Anthony and Delegate Signature Authority to the County Manager – Fernando Macias, County Manager, will discuss.

8. Approve State Appropriation Project Grant Agreement 18-C4060-STBR, from the State of New Mexico Department of Environment to Fund Wastewater Collection System Improvements in Vado, Approve a Budget Revision and Resolution and Delegate Signature Authority to County Manager – Dan Sambrano, Utilities Manager, will discuss.

9. Approve Task Order to RT Electric, Inc., through CES Contract #18-019B-G106-4678, to Provide Streetlight Repairs and Delegate Signature Authority to the County Manager – Robert Armijo, County Engineer, will discuss.

10. Approve Out-of-State Travel for Two (2) Doña Ana County Employees to Attend a “Caterpillar Governmental Training and Safety Day” in Peoria, Illinois, from September 10 to September 12, 2018 – Omar Soto, Roads Superintendent, will discuss.

11. Approve Resolution Adopting 2020-2024 Infrastructure Capital Improvement Plan (ICIP) – Robert Armijo, County Engineer, will discuss.

12. Approve the Membership and Participation of Doña Ana County in the South Central Council of Governments – Jay Armijo, Executive Director, South Central Council of Governments, will discuss.

13. Approve Resolution Amending Resolution 2017-118, Adopted December 12, 2017, Approving Pay Increases for the Sheriff’s Department Command Staff to Change the Effective Date from October 11, 2017 to December 12, 2017 and Requiring Repayment of Retroactive Pay that was Paid for the Period of October 11, 2017 to December 12, 2017 – Fernando Macias, County Manager, will discuss.

14. Consideration of an Appeal of a Zone Change from D1-L Zone to I1 Zone on 4.77 Acres Located East of the property Addressed as 5190 Del Rey Blvd. – Albert Casillas, Community Development Planner, will discuss. 15. Approve a Partial Release of Mortgage for New Mexico Greenhouse Holdings II, LLC – Chuck McMahon, Assistant County Manager, will discuss. [THE COMMISSION MAY CONVENE IN CLOSED SESSION to discuss this matter that is subject to the attorney-client privilege and pertains to threatened or pending litigation involving New Mexico Greenhouse Holdings II, LLC and the New Mexico Economic Development Department and involves the purchase, acquisition or disposal of real property or water rights by the public body, as authorized by the Open Meetings Act, NMSA 1978 § 10-15-1 (H)(7) and (8) respectively.]

CORRESPONDENCE

16. Cindy Padilla, County Clerk’s Office, will present to the Commissioner any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION, to discuss: 1) a bargaining strategy preliminary to collective bargaining negotiations with the Communications Workers of America (CWA), Local 7911; and 2) subject to the attorney-client privilege to discuss threatened or pending litigation involving El Paso Electric Company rate cases and other related matters before the New Mexico Public Regulation Commission; all as authorized by the Open Meetings Act, NMSA 1978 § 10-15-1 (H) (5) and (7) respectively.

COMMISSION MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

COMMISSION ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
