4. Approve Out-of-State Travel for Community Development Employees, Animal Controls/Codes Employees to Attend National Animal Control and Human Officer (NACO) Certification School Training, in Wichita, KA., March 27 – March 31, 2017 – Vicki Lusk, Manager, Animal Controls & Codes, will discuss.

5. Appointment of Three (3) Voters and Two (2) Alternates to the Board of Registration – Andy Perez, County Clerk’s Board Of Election, will discuss

7. Approve the Utilization of State Purchasing Contract to Purchase One 2017 SUV and Delegate Signature Authority to the County Manager for Related Contract Documents – Gabriel Silva, Fleet Manager, will discuss.

8. Authorize the County Manager to Award a Contract to New Mexico State University as Part of the Assisted Outpatient Grant-Funded Program – Jamie Michael, Health & Human Services Department Director, will discuss.

9. Approve a Resolution Authorizing the Health and Human Services Department to Submit an Application to the Department of Finance and Administration, Local Governments Division for the Local DWI Program – Jamie Michael, Health & Human Services Department Director, will discuss.

10. Authorize the County Manager to Award Contract to La Clinica De Familia as Part of the Assisted Outpatient Grant-Funded Program – Jamie Michael, Health & Human Services Department Director, will discuss.

11. Appoint One Member to Serve on the Mesilla Valley Public Housing Authority Commission for the Remainder of a Five-Year Term – Janine Divyak, Community Development Department, will discuss.

12. Approve Agreement between the Board of County Commissioners of Doña Ana County and Lower Rio Grande Public Water Works Authority for Treatment of Wastewater from the Communities of Mesquite and Brazito – Nora Oliver, Utilities Department Office Supervisor, will discuss.

13. Approve a Resolution Rescinding Resolution Number 2015-23 Prescribing use of the County Hold Harmless Gross Receipt Tax Revenue – Introduced by District 1 Commissioner Billy Garrett; Nelson Goodin, County Attorney, will discuss.

13A. Discuss and Approve Contract between RMG Consulting, LLC. and Doña Ana County for Management Consulting – Julia T. Brown, County Manager, will discuss.

PUBLIC HEARING/ORDINANCE

14. Approve an Ordinance Approving the New Mexico Greenhouse Holdings II, LLC, Local Economic Development Act (“LEDA”) Expansion Project Proposal and Approving the Project Participation Agreement, the Intergovernmental Agreement and the Guaranty Agreement, and Delegating Signature Authority to the County Manager for the Documents Cited and Other Required Documents – Chuck McMahon, Assistant County Manager, will discuss.

CORRESPONDENCE

15. Scott Krahling, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION,

1) To discuss limited personnel matters regarding the County Manager;

2) To discuss bargaining strategy preliminary to collective bargaining negotiations with the International Association of Fire Fighters Local 5037 and American Federation of State, County and Municipal Employees, NM Council 18, Local 1879 (Court Security);
and .

3) Subject to the attorney-client privilege to discuss pending or threatened litigation pertaining to Sunny Aries v. Doña Ana County, Cause Number D-307-CV-2015-02547 and
Doña Ana County v. The Communications Workers of America, Local 7911, Cause Number D-307-CV-2016-02430;
as authorized by the Open Meetings Act, NMSA 1978, § 10-15-1 (H)(2)(5) and (7) respectively.
