1. Proclaim June as Juneteenth Celebration Month in Doña Ana County - Billy G. Garrett, District 1 Commissioner, will present.

2. Presentation with Overview of the New Mexico Farm and Ranch Heritage Museum and the Importance of the Museum to the Community of Doña Ana County and Southern New Mexico- Neil Fuller, President of the Friends of the New Mexico Farm and Ranch Heritage Museum, will present.

CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:

3. MINUTES - Approve Minutes for the Regular Meeting of June 12, 2018.

4. Accept and Approve Award for the State of New Mexico, New Mexico Tourism Department Litter and Beautification Grant Agreement (No.19-481-6002-0014) and Delegate Signature Authority to County Manager - Vicki Lusk, Animal Control and Codes Manager, will discuss.

5. Approve Sealed Bid #18-0053 for Construction East T-Hangar Drainage Improvements for the Jetport, FAA AIP Project 3-35-0055-023-2018 and Approve Associated Resolution for FAA Grant Application for Construction Funds and Delegate Signature Authority to County Manager - Bill Provance, Jetport Manager, will discuss.

6. Approve Memorandum of Agreement between Doña Ana County and Otero County to Provide Emergency Medical Services to Residents in Chaparral, NM and Delegate Signature Authority to County Manager - Jamie Michael, Health and Human Services Director, will discuss.

7. Approve Contract to the Regents of New Mexico State University Cooperative Extension Services for Fiscal Year 2019 in the Amount of $135,000 - Jamie Michael, Health and Human Services Director, will discuss.

8. Approve Purchase of an ANDROS F6B Robot from Northrop Grumman Remotec Inc. for the Sheriff’s Department using GSA Contract # GS-07F-0538M and Delegate Signature Authority to County Manager for Related Contract Documents - Nicolas Hempel, Fire Chief, will discuss.

Approve Use of AES d/b/a Ink Impressions Contract Number 80-000-18-00064 for the Printing and Mailing Out of Ballots for the City of Las Cruces Special Bond Election to be held on Tuesday, August 21, 2018 and Delegate Signature Authority to County Manager for all Related Contracts - Scott Krahling, Doña Ana County Clerk, will Discuss.

10. Approve Budget Revision and Resolution Transferring Budget between Salary and Operating Accounts - Enrique Vigil, Doña Ana County Sheriff, will discuss.

11. Approve Resolution Adopting an Amendment to the Collective Bargaining Agreement between the County and the American Federation of State, County and Municipal Employees, New Mexico Council 18, Blue Collar, Local 2709 - Nelson Goodin, County Attorney, will discuss.

12. Approve Resolution Adopting a New Collective Bargaining Agreement between the County and the International Association of Fire Fighters, Local 5037 - Nelson Goodin, County Attorney, will discuss.

13. Approve Agreement between South Central Regional Transit District and Doña Ana County and Delegate Signature Authority to the County Manager - Fernando Macias, County Manager, will discuss.

14. Approve Year-End Budget Revision and Budget Resolution for Fiscal Year 2018 Budget. - Marisol Richardson, Finance Budget Officer, will discuss.

15. Approve Resolution Repealing Resolution No. 2017-078 and Approve Resolution Delegating Authority to Department Heads and County Manager to make Certain Budget Revisions. - Fernando Macias, County Manager, will discuss.

CORRESPONDENCE

16. Cindy Padilla, County Clerk’s Office, will present to the Commissioner any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION, to discuss: 1) a bargaining strategy preliminary to collective bargaining negotiations with the International Association of Fire Firefighter (IAFF) Local 5037 and American Federation of State, County and Municipal Employees, NM Council 18, Local 2709 (Blue Collar); 2) subject to the attorney-client privilege to discuss threatened or pending litigation involving PILT payments and the Griggs and Walnut Superfund site, City of Las Cruces et al., v. United States of America et al., cause number Case 2:17-cv-00809-RB-GJF; all as authorized by the Open Meetings Act, NMSA 1978, § 10-15-1 (H) (5) and (7) respectively.

COMMISSION MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

COMMISSION ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
