1. Discuss the Process for Making an Appointment to Fill the Vacancy in the Office of the County Clerk Due to the Resignation of Scott Krahling. Review Applications Received, Allow Comment to the Commission by Applicants and if Deemed Appropriate, Make Appointment to Fill the Vacancy in the Office of the County Clerk––Commissioner Benjamin L. Rawson, District 3, Chair, will discuss.

2. Proclaim September 26, 2018, to be Bobby “The Bull Dancer Romer” Appreciation Day in Doña Ana County—as requested by Billy G. Garrett, Doña Ana County Commissioner, District 1.

3. Presentation on a Proposed Youth Intervention Program in the Anthony/ Berino/ Chambrino - Chaparral area- Fernando R. Macias, County Manager/ Commissioner Ramon S. Gonzales, District 2, will discuss.

4. Presentation by El Paso Border Youth Athletic Association Regarding a Youth Initiative Called Base Play— Kristi Borden, Director of Development & RBI Programs/Fernando R. Macias, County Manager, will discuss.

5. Approve Minutes for the Regular Meeting of August 28, 2018 and the Special Meeting of September 4, 2018 – Clerk’s Office.

6. Approve Budget Revision and Resolution to Add Funding for Mustang Road from the NMDOT 2018-2019, Local Government Road Fund (LGRF) County Arterial Project (CAP) to the Doña Ana County Budget and Delegate Signature Authority to the County Manager for all Related Documents—Robert L. Armijo, Engineering-Road Director, will discuss.

7. Approve Budget Revision and Resolution to Add Funding for Butterfield Boulevard and Charolais Drive from the NMDOT 2018-2019, Local Government Road Fund (LGRF) School Bus Route Program (SB) to the 2019 Doña Ana County Budget and Delegate Signature Authority to the County Manager for all Related Documents - Robert L. Armijo, Engineering-Road Director, will discuss.

8. Approve Budget Revision and Resolution to Add Funding for Warthen Road from the NMDOT 2018-2019, Local Government Road Fund (LGRF) Cooperative Agreement Program (COOP) to the 2019 Doña Ana County Budget and Delegate Signature Authority to the County Manager for all Related Documents - Robert L. Armijo, Engineering-Road Director, will discuss.

9. Approve Grant of Non-Exclusive Franchise/Right-of-Way to the City of Las Cruces to Offer Water, Wastewater and Natural Gas Utility Services to Doña Ana County Residents; Franchise Agreement; Delegate Signature Authority to the County Manager to Sign Agreements Related Thereto - Robert L. Armijo, Engineering-Road Director, will discuss.

10. Approve Grant Agreement, Budget Revision and Budget Resolution for Taxilane E Reconstruction - Phase I Design at the Jetport and Delegate Signature Authority to the County Manager on Grant Agreement and all Related Documents—Bill Provance, Jetport Manager, will discuss.

11. Accept the Organized Crime Drug Enforcement Task Forces Program Agreement, Approve the Associated Budget Revision and Resolution and Delegate Signature Authority to the County Manager on All Related Documents - Lieutenant Richard Drake, will discuss.

Discussion by Fire Administration on the Plan to Address Issues Related to the Insurance Service Office (ISO) Fire District Ratings and Approve Budget Revision and Resolution to Add Funding for Volunteer Firefighter Incentive Program, Increase Advertising Outreach Efforts, and Delegate Signature Authority to the County Manager for all Related Documents - Benjamin L. Rawson, Commission Chair/Nicholas Hempel, Fire Chief, will discuss.

13. Accept and Approve Stonegarden 2017 Grant Award from the New Mexico Department of Homeland Security and Emergency Management Sub-Grant Agreement No. EMW-2017-SS-00105-S01-Doña Ana County; Approve Budget Revision and Resolution, and Delegate Signature Authority to the County Manager for all Related Documents - Liliana McDowell-Schnell, Undersheriff, will discuss.

14. Approve Preliminary Plat for Bunkie Estates Subdivision—Luis Marmolejo, Senior Planner, will discuss.

CORRESPONDENCE

15. Cindy Padilla, County Clerk’s Office, will present to the Commissioner any claims received by Doña Ana County.
