2. Proclaim Friday, March 3, 2017, as Doña Ana County Employee Appreciation Day in Doña Ana County – Karen Archuleta, Doña Ana County Employee Recognition Committee, will introduce; and Jess Williams, Public Information/Commission Liaison, will read the Proclamation.

CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:

3. Approve Sub-Grant by Establishing MOA Between Doña Ana County and New Mexico Department of Health, Approval of Budget Revision and Resolution and Delegate Signature Authority to the County Manager on all Related Documents – Armando Cordero, Facilities Manager, will discuss.

4. Approve the Use of State Purchasing Contract #50-000-15-00059 Wagner Equipment and Delegate Signature Authority to the County Manager for Related Contract Documents – Gabriel Silva, Fleet Manager, will discuss.

5. Authorize Increase of the Cooperative Educational Services (CES) Agreement #2013-011 964-104 for itsQUEST Services – Vicki Lusk, Office Manager, Community Development ACO/Codes, will discuss.

6. Approve a Budget Resolution and Revision for the New Mexico Greenhouse Holdings II, LLC, Local Economic Development Act (“LEDA”) Expansion project – Chuck McMahon, Assistant County Manager, will discuss.

7. Present the Doña Ana County Audit Report for the Fiscal Year End June 30, 2016 – Nasreen Nelson, Controller, Finance Department, will discuss.

8. Approve Budget Revisions and Resolution Transferring Budget from Salary Accounts to Operating Accounts and Delegate Signature Authority to the County Manager to Sign all Necessary Documents – Enrique Vigil, Sheriff, will discuss.

9. Final Plat Approval for La Union Estates Subdivision – Luis Marmolejo, Senior Planner, Community Development, will discuss.

10. A Resolution Endorsing Efforts to Build a Voting Culture that Brings Community Partners Together in Support of the County Clerk’s Efforts to Consolidate Local Elections as One Component to Strengthen Participation in the Democratic Process and Increase Voting in Doña Ana County – Scott Krahling, County Clerk, will discuss.

11. Approve Resolution Opposing Immigration and Customs Enforcement Raids – Introduced and discussed by District 2 Commissioner, Ramon Gonzalez.

12. Approve Resolution Opposing the State Placing Any Additional Financial Burden Upon Counties to Fund the State Medicaid Program – Introduced and discussed by District 1 Commissioner, Billy Garrett.

13. Approval of a Beer and Wine Restaurant Liquor License for AMR Steak Burger, LLC, d/b/a/ Great American Steak Burger – Lynn Ellins, Chief Deputy Clerk, will discuss.

CORRESPONDENCE

14. Scott Krahling, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION, subject to the attorney-client privilege to discuss pending or threatened litigation pertaining to Doña Ana County v. The Communications Workers of America, Local 7911, cause number D-307-CV-2016-02430 and to discuss pending or threatened litigation pertaining to draining and flooding issues in the La Union area as authorized by the Open Meetings Act, NMSA 1978, §10-15-1 (H)(7).

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
