PRESENTATIONS/PROCLAMATIONS

3. Proclaim July 26 as the 26th Anniversary of the Signing of The Americans with Disabilities Act – Jess Williams, Public Information Director/Commission Liaison, will read the Proclamation.

4. Proclaim July 12 as Southern New Mexico Correctional Facility Appreciation Day in Doña Ana County – Jess Williams, Public Information Director/Commission Liaison, will read the Proclamation.

CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:

5. Approve Award of Competitive Sealed BID 16-0042 for Tires, Supplies and Services and Delegate Signature Authority to the County Manager for Related Contract Documents – Gabriel Silva, Fleet Manager, will discuss.

6. Approve Award of Request for Proposal 16-0037 for Engineering Services and Delegate Signature Authority to the County Manager for Related Contract Documents – Paul Dugie, Director, Flood Commission, will discuss.

7. Approve Out-of-State Travel for Health and Human Services Department Staff to Attend the National Council for Behavioral Health Conference in Seattle, WA – Jamie Michael, Director, Health and Human Services Department, will discuss.

8. Approve Out-of-State Travel for Two Engineering/Road Staff to Attend the 2016 IWORQ Software Users Conference in Logan, Utah, August 2-3, 2016 – Robert Armijo, Director, Engineering/Road Department, will discuss.

9. Approve Resolution Accepting Funding Offer for Byrum Road from the NMDOT 2016/2017 Local Government Road Fund (LGRF) County Arterial Project (CAP) and Delegate Signature Authority to the County Manager for all Related Documents – Robert Armijo, Director, Engineering/Road Department, will discuss.

10. Approve Resolution Accepting Funding Offer for Autumn Sage Lane from the NMDOT 2016/2017 Local Government Road Fund (LGRF) Cooperative Agreement Program (COOP) and Delegate Signature Authority to the County Manager for all Related Documents – Robert Armijo, Director, Engineering/Road Department, will discuss.

11. Approve Resolution Accepting Funding Offer for Aberdeen Angus Way from the NMDOT 2016/2017 Local Government Road Fund (LGRF) School Bus Route Program (SB), and Delegate Signature Authority to the County Manager for all Related Documents – Robert Armijo, Director, Engineering/Road Department, will discuss.

PUBLIC HEARING/ORDINANCE

12. Consider a Zone Change from CC-1 (Community Commercial: Neighborhood Commercial) to CR-1 (Community Residential: Single-Family Residential), Thereby Amending the Vado Del Cerro Village & Community District Zoning Map and Accepting the Vado New Horizons Master Plan – Luis Marmolejo, Senior Planner, will discuss.

CORRESPONDENCE

13. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION to 1) discuss a limited personnel matter regarding the County Manager’s performance evaluation and contract; 2) deliberate in connection with adjudicatory proceedings, specifically, an application for zone change (#CI 16-0011) and acceptance of a master plan (#MP16-001); 3) to discuss bargaining strategy preliminary to collective bargaining negotiations between Doña Ana International Association of Fire Fighters Local 5037 bargaining units; and 4) subject to the attorney-client privilege to discuss threatened or pending litigation regarding David Bourger, et. al. v. Doña Ana County, cause number D-307-CV-2011-01573 and Provisional Government of Santa Teresa and Mary Gonzalez v. Doña Ana County Board of County Commissioners, cause number D-307-CM-2015-02653; all as authorized by the Open Meetings Act, NMSA 1978, §10-15-1 (H) (2), (3), (5) and (7), respectively.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
