11. Amend Previous Approval of Out-of-State Travel for Health and Human Services Department Staff to Attend the National Council for Behavioral Health Conference in Seattle, Washington – Jamie Michael, Health and Human Services Department, will discuss.

Approve Out-of-State Travel for Community Development Department Regional Compatibility Planner for the Southern New Mexico/El Paso Joint Land Use Study Implementation to Attend the Greater Las Cruces Chamber of Commerce (GLCCC) Annual Washington D.C. Advocacy Trip April 2 – 5, 2017 – Adrienne Johnson,
Community Development Department, will discuss.

13. Approve Out-of-State Travel for Health and Human Services to Attend the 2017 Assisted Outpatient Treatment Grantee Meeting in Alexandria, Virginia – Jamie Michael, Health and Human Services, will discuss.

14. Approve Budget Revision and Resolution for Grant #5T6-17-02 for Construction of a Taxiway at the Jetport and Delegate Signature Authority to the County Manager on all Related Documents – Bill Provance, Jetport Manager, will discuss.

15. Approve Award of Invitation to Bid 17-0025 Detention Center X-Block Lift Station Replacement and Delegate Signature Authority to the County Manager for Related Contract Documents – Chris Barela, Detention Center Director, will discuss.

16. Adopt Resolution Approving Doña Ana County’s Participation in the Capital Outlay Program Administered by New Mexico Department of Transportation for a 2016 severance Tax Agreement, with Accompanying Resolution, and Delegate Signature Authority to the County Manager on all Related Documents – Robert Armijo, County Engineer, will discuss.

17. Approve Award of Request for Proposal 17-0022 for Engineering Services and Delegate Signature Authority to the County Manager for Related Contract Documents – Paul Dugie, Director, Flood Commission, will discuss.

18. Approve Resolution to Remove Commissioner Ramon Gonzalez from the El Paso Metropolitan Planning Organization Board and Appoint a Replacement – Assistant County Manager, Vincent Pokluda, will discuss.

19. Approve a Resolution Repealing Resolution No. 97-44 and Approve Resolution Delegating Authority to Department Heads and the County Manager to Make Certain Budget Revisions – Marisol Richardson, Budget Officer, will discuss.

21. Approve Publication of Title and General Summary of an Ordinance Amending the Code of the County of Doña Ana, Chapter 200 Thereof, Entitled Fireworks, to Add Provisions Relating to Sales of Restricted Fireworks by Specialty Retailers to Persons Whose Residence is Outside of Doña Ana County – Introduced by District 5 Commissioner Vice-Chairman John Vasquez.

22. Approve Final Plat of “H” Mountain Estates Replat # 1 – Luis Marmelejo, Senior Planner, Community Development, will discuss.

CORRESPONDENCE

23. Scott Krahling, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION, subject to the attorney-client privilege to discuss pending or threatened litigation pertaining to 1) Doña Ana County v. The Communications Workers of America, Local 911, cause number D-307-CV-2016-02430; 2) to discuss pending or threatened litigation pertaining to draining and flooding issues in the La Union area; and, 3) to provide a general overview to BOCC of current pending or threatened litigation as authorized by the Open Meetings Act, NMSA 1978, §10-15-1 (H)(7).

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.
