2. Presentation by State Lobbyist Summarizing 2016 Special Legislative Session and Discussing the Upcoming 2017 Regular Legislative Session – Charles McMahon will introduce Charlie Marquez, Doña Ana County State Lobbyist.

CONSENT AGENDA - The Board will be asked to approve by one motion the following items of recurring or routine business:

Approve Resolution Approving a Revised Lease Contract Between Doña Ana County and Randy Wright and Aletha Wright for Lease of Jetport Lot F-03C-S at the Doña Ana County International Jetport, Santa Teresa, New Mexico Subject to Approval by the New Mexico State Board of Finance, and Delegate Signature Authority to the County Manager for all Related Documents – Bill Provance, Jetport Manager, will discuss.

4. Approve Award for Request for Proposal 17-0008 for Pre-Employment Psychological Testing Services and Delegate Signature Authority to the County Manager for all Related Contract Documents – Deborah Weir, HR Director, will discuss.

5. Accept Grant Funds from the New Paso Del Norte Health Foundation and Approve Budget Revision and Resolution and Delegate Signature Authority to the County Manager for all Related Grant, Contract and Budget Documents – Jamie Michael, Director, Health & Human Services Department, will discuss.

6. Approve Utilization of NMSPA #70-000-16-00004 to Brad Francis Chevrolet to Purchase (29) 2017 Chevy Tahoe’s – Enrique Vigil, Sheriff, will discuss.

 

7. Approve Publication of Title and General Summary of an Ordinance Adopting the Unified Development Code (UDC) – Daniel Hortert, Director Community Development, will discuss.

8. Appoint Three Extra-Territorial Zoning Commission Members to Serve Two-Year Terms – Janine Divyak, Chief Planner, Community Development, will discuss.

9. Approve 2017 Legislative Priorities for the Doña Ana County Legislative Coalition – Chuck McMahon, Assistant County Manager, will discuss.

10. Approve a Series of Resolutions to Support NMAC 2017 Legislative Priorities as Follows:

a. Resolve to Support Amendments to the Whistleblower Protection Act – Julia Brown, County Manager, will discuss, Jess Williams, Public Information/Special Projects Director, will read the Resolution.

b. Resolve to Support an Amendment to the New Mexico 911 Act – Julia Brown, County Manager, will discuss; Jess Williams, Public Information/Special Projects Director, will read the Resolution.

c. Resolve to Support Amendments to the Forfeiture Act – Julia Brown, County Manager, will discuss; Jess Williams, Public Information/Special Projects Director, will read the Resolution.

d. Resolve to Support Recommendations Regarding Capital Outlay for New Mexico Governmental Entities – Julia Brown, County Manager, will discuss; Jess Williams, Public Information/Special Projects Director, will read the Resolution.

11. Approve Reappointment of Labor Management Relations Board Members Pursuant to the Code of the County of Doña Ana §73-7, Labor Management Relations Board – Deborah Weir, Director, Human Resources, will discuss.

CORRESPONDENCE

12. Lynn Ellins, County Clerk, will present to the Commission any claims received by Doña Ana County.

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN CLOSED SESSION, subject to the attorney-client privilege to discuss threatened or pending litigation relating to the New Mexico Association of Counties Multi Line Pools denial of coverage relating to the claim filed by Christopher Barela against Doña Ana County, as authorized by the Open Meetings Act, NMSA 1978, §10-15-1 (H) (7).

THE DOÑA ANA COUNTY BOARD OF COUNTY COMMISSIONERS MAY CONVENE IN OPEN SESSION to take action, if any, on the closed session items.

THE DOÑA COUNTY BOARD OF COUNTY COMMISSIONERS ADJOURNS AS THE BOARD OF COUNTY COMMISSIONERS AND THE COUNTY BOARD OF FINANCE IN OPEN SESSION.
